C-NCAP Management Rules (2021 Version) was formally issued
 
On August 25, the C-NCAP Management Rules (2021 Version) was formally released, and the implementation time is January 1, 2022. The new rules add a frontal 50% car-car collision test on the basis of the original crash test, introduces a side column crash test, child protection, and evaluation on the protection performance of two-wheeled bicycle riders etc..。
 
Guangzhou speeds up the replacement of old vehicles to encourage auto replacement
 
On August 27, many government departments in Guangzhou jointly issued the Implementation Program to speed up the Replacement of Old Vehicles and encourage the Upgrade and Replacement of Automobiles.
 
Chengdu issued new rules for ride-hailing for comments 
 
On August 25, the Chengdu Municipal Transportation Bureau issued the Chengdu Ride-hailing Taxi Business and Service Management Rules for comments. According to the new rules, it require that the vehicle should be a passenger car with a Chengdu license plate and less than 7 seats (except for mini and minivans), and the nature of use should be registered as "Ride-hailing Taxi”. The new rules delete the requirement that "The vehicle displacement should not be less than 1.6L or 1.4T"; in ride-hailing vehicles, new energy vehicles, including new energy pure electric or hydrogen fuel cell vehicles, had been added, and the driving range should reach 250km.
 
The product competitiveness index of the passenger car market in July was 89.3
 
According to data released by the CPCA, the overall market product competitiveness index in July was 89.3, a drop of 1.2 point from the previous month; from the perspective of the three major market segments, the index of MPVs increased by 0.3 point, those of cars and SUVs fell by 1.7 point and 0.5 point respectively.
 
The auto market rebounded in August, and the annual decline rate is expected to be further reduced
 
Auto sales in July reached 2.11 million units, a year-on-year increase of 16.4%. The cumulative sales in the previous July reached 12.37 million units, a year-on-year decrease of 12.7%, and the decline rate was reduced by 4.2 percentage points. Driven by multiple factors, the passenger vehicle retail sales is expected to rebound steadily in August, with a year-on-year growth rate expected to be around 8%, and the annual decline in the auto market may return to less than 10%

On August 26, 13 departments including the Ministry of Housing and Urban-Rural Development jointly issued the Complete Residential Community Construction Standards (Trial). It requires to complete municipal supporting infrastructure. New residential communities should be equipped with no less than 1 parking space/household for motor vehicle parking spaces. 100% parking spaces should have charging facilities or reserve construction conditions. In qualified residential communities, centralized parking and charging places for electric vehicles should be built and implement fire safety management.
 
The second phase construction of the new energy plant of GAC Toyota started 
 
On August 29, the second phase construction of GAC Toyota's new energy vehicle plant formally started. The plant covers an area of 740,000 square meters. After reaching full capacity, GAC Toyota's production capacity will be greatly increased, and it will drive the development of more than 30 component manufacturers to contribute the over Rmb 100 billion yuan in local industrial output value.

On August 25, Dongfeng signed an autonomous driving pilot project with Wuhan Economic and Technological Development Zone to establish the largest autonomous driving fleet in home in Wuhan Economic and Technological Development Zone. According to the agreement, Dongfeng will gradually launch no less than 200 autonomous driving vehicles from 2020 to 2022, and expand the national intelligent connected vehicle (Wuhan) test demonstration area from the Wuhan Economic and Technological Development Zone to the core urban area of Wuhan. 
 
GAC will realize L4 autonomous driving in 2023
 
GAC Group will accelerate the development of intelligent network connecting technology, improve the five supporting platforms of intelligent connected terminals, and strive to master the six core technologies of AI artificial intelligence, 5G, software-defined automobiles, Big data, information security and vehicle architecture, and strive to achieve regional demonstration operations of L4 autonomous driving in 2023.

Pony.ai will start cooperation with Bosch to build autonomous driving fleet
 
On August 26, Pony.ai announced its cooperation with Bosch to explore and establish fleet management solutions in the field of autonomous driving. In the future, the two parties will use the California Bay Area as a starting point to jointly build a self-driving fleet with the longest running time and support for cross-boarder platforms by optimizing the preliminary preparation of the fleet and operating efficiency.
 
Baidu won the bid for the new infrastructure project of intelligent transportation in Guangzhou Development District
 
On August 28, Baidu Apollo's subsidiary Apollo Zhixing Technology (Guangzhou) Co., Ltd. won the bid for the new intelligent transportation infrastructure project in Guangzhou Development District, with a project value of nearly Rmb 460 million yuan.
