Announcement on Changing Relevant Requirements for the Implementation of National Stage-VI Emission Standard for Light Vehicles

The national stage-VI emission standard for light vehicles will be implemented nationwide on July 1, 2020.The production of the national stage-V compliant light vehicles had been prohibited and the imported light vehicles should meet the requirements of the national stage-VI standard. The transition period for stipulation on the emission of PN (PN limits of 6.0×1012/km) will be extended to January 1, 2021 from July 1, 2020. From January 1, 2021, the emission of PN of all domestic-made and imported national stage-VI compliant light vehicles should reach 6.0×1011/ km.

The effectiveness of incentive policies appeared and the auto market started to recover in April 

In April, the production and sales of automobiles both exceeded 2 million units, basically returning to the level before the epidemic and ending the 21-month consecutive declines. On April 28, 11 ministries and commissions such as the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment jointly issued the Notice on Measures to stabilize and expand Automobile Consumption. It proposed five major measures: Adjusting the relevant requirements on the implementation of the national stage-VI emission standard; improving the fiscal and taxation support policies related to the purchase of new energy vehicles, accelerating the scrapping of old diesel trucks, facilitating the circulation of second-hand vehicles, and making good use of finance for automobile consumption.

The recovery of scrapped motor vehicles in home in April increased by 7.7%

In April, the number of motor vehicles recovered nationwide was 206,000 units, an increase of 24.1% from the previous month and rising 7.7% comparing with that of the same period of last year. From January to April, the total number of motor vehicles recovered nationwide was 515,000 units, a year-on-year decrease of 23.8%. Of which, the recovery of automobiles was 178,000 units, an increase of 29.0% from the previous month and rising 11.4% comparing with that of the from the same period in last year.

The revenues and profits of 14 listed companies both declined in the first quarter of 2020

Affected by the epidemic and the off-season in China’s traditional Spring Festival Period, the business performance of the 14 listed auto companies in the first quarter both declined. Of which, the SAIC became the leader both in revenue and profits areas. The revenues of SAIC reached Rmb 105.95 billion in the first quarter, down 47.08% year-on-year; GAC Group realized revenue of Rmb 10.77 billion yuan in the first quarter, down 24.48 %.

The sales of power batteries in April increased by 30%

In April, the total sales of power batteries in China was 3.6GWh, a year-on-year decrease of 33.7%. And the decline rates was reduced, the monthly growth reached 29.%. Of which, the total sales of ternary batteries was 2.6GWh, a year-on-year decrease of 30.4% and increasing 17.8% from last month; the total sales of lithium iron phosphate batteries was 0.9GWh, a decrease of 39.2% year-on-year and up 74.1% from last month.
The State Grid will invest Rmb 2.7 billion to build 570,000 charging piles 
The State Grid will invest Rmb 2.7 billion yuan to build 78,000 charging piles in 2020. After the completion of the building, the State Grid will become the largest charging pile platform in China. China Southern Power Grid will invest Rmb 25.1 billion yuan in the construction of charging facilities in the next four years. It will build 150 large-scale centralized charging stations and 380,000 charging piles.
Guangdong Power Grid will build 2,340 charging piles in 2020
In 2020, Guangdong Power Grid Corporation will invest 450 million yuan to build 2,340 new charging piles in Guandgong Province based on former 15,000 charging piles. Through the construction of the "Charging pile +" mode, it will fully serve smart transportation and Green mobility.
Leapmotor will launch new models in 2020 
On May 11, Leapmotor T03 was formally launched. According to the program of Leapmotor, in addition to the two models of S01 and T03, the company will also launch the C platform (B-class car platform). The C11 model will make it debut at 2020 Beijing Auto Show (to be held on September 26, 2020) . The mass production will start in the third quarter of 2021.In the future, the company is expected to realize the mass production of a new model every year.
Tesla and CATL will jointly launch the low-cost batteries at the end of this year 
According to news, Tesla's new low-cost battery was jointly developed by Tesla and the CATL , and it also used related technologies developed by the battery expert team recruited by Tesla and Musk. Tesla will eventually launch improved batteries with higher energy density and storage capacity and lower costs in other markets (including North America). However, Tesla will be the first to launch this new battery in China and reposition the company's broader strategy.

Ministry of Transport: To accelerate application of the intelligent perception and 5G communication technologies in road networks
The Ministry of Transport issued Opinions on Further Promoting Technology Innovation in Highway Engineering (Draft for Comment). The opinion proposes to accelerate the application of technologies such as intelligent perception, 5G communication, high-precision positioning and edge computing in highway engineering and road network management.
Chongqing issued the Management Methods for Road Test for Self-driving Vehicles 
On May 12, the Management Measures of Chongqing on Road Test for Autonomous Driving Vehicles (Draft for comments)was issued. The new measures have three important changes comparing with that of 2018 version: Road type expansion, test type upgrade, and mutual recognition mode. The release of the new measures indicates that Chongqing has formally started the rapid application of autonomous driving technology.
Cangzhou opens up China's first autonomous driving test road network in the main urban area
On May 14, Cangzhou City's second batch of intelligent connected vehicle test roads opened and the unveiling ceremony for the Apollo Autonomous Driving and Vehicle Infrastructure Cooperative Systems(Cangzhou) Application Lab and the Autonomous Driving Innovation Application Operation Center was held in Cangzhou. At the event, Cangzhou Municipal Government announced the opening of the second batch of intelligent connected vehicle test road networks. Currently, the total the total length of test roads of Cangzhou reaches 229 kilometers, ranking the second in the home.
DFM, COSCo Shipping, and China Mobile starts the cooperation
On May 11, COSCO Shipping, China Mobile, and DFM jointly held the "5G+Self-driving Empowering Smart Port" Cloud press release in Beijing, Shanghai, Wuhan, Shiyan, Hong Kong and Xiamen, through China Mobile’s 5G+Cloud Video system.
Honda China signed MOU with Tecent for strategic cooperation
Honda China and Tencent signed a strategic cooperation memorandum. The two parties will discuss the application of TAI3.0’s two in-vehicle apps on Honda vehicles. These apps will provide  users more fun, more humane and intelligent mobility experience.
